We present you the sixth issue of ANEM News with overview of the latest Association’s activities. All information is also available on our web site (www.anem.org.rs) in the section “ANEM Activities”. In this issue, we present you the following activities: 

Public Statement regarding the proposed amendments to the Public Information Law

ANEM has, in its Statement from July 13, called upon the Government to reconsider the legality and validity of solutions proposed through Law on Changes and Supplements of the Public Information Law. ANEM points out that some of the proposed changes are directly opposite to the democratic practice and directly affecting the freedom of expression. ANEM Secretariat is conducting the visits to the stations in order to expand its membership

Aiming to expand its membership and thus increase its sustainability and fortify Association’s influence, ANEM Secretariat has visited, during July, 13 local and regional radio and TV stations, out of planned 18 media outlets. Visits are primarily directed to the affiliate members, which have potential to uplift their status in the Association, and also to the some new stations, recommended by ANEM reliable partners, which could become part of the network. Reactions on the proposal of the Law on National Councils of National Minorities

ANEM emphasizes on yet another attack on independence of media in its Public Statement from July 9, 2009. The proposal of the Law on National Councils of National Minorities, which allows these Councils to be the founders of the media outlets, is directly opposite to media Laws on Broadcasting and Public Information, as well as to the principle of non-interference of state bodies in the editorial policy and independence of media. The Statement is available here 

Proposition for the RBA Council member

ANEM has supported, and signed as a joint, the coordinated list with two candidates, for vacant seat at the Republican Broadcasting Agency (RBA) Council. The candidates were proposed by Journalists’ Association of Serbia (NUNS), Independent Journalists Society of Vojvodina (NDNV) and Journalists’ Association of Serbia (UNS). ANEM, additionally, helped the process of organization and harmonization of the media organizations’ list and provided for expert and legal assistance. More details are available here  
 

ANEM activities on improvement of broadcasters’ economic position

At the end of June 2009, ANEM has finished the implementation of the project entitled “Advocating for sustainability of local media: reduction of broadcasting and copyright fees”, managed with the support of USAID and IREX Serbia. Advocating for its proposals for fee reduction and increasing the pressure on authorities, during the project realization, ANEM has organized two round tables (one with representatives of RBA and RATEL, and another with SOKOJ and OFPS), a press conference, direct meetings with the relevant representatives of regulatory agencies and collective societies, and at the end of two-months project activities, issued a Statement for public and state authorities. Although some progress has been made, after the closure of this project, ANEM will continue to advocate for full realization of its proposals for improvement of broadcasters position, considering it to be highly necessary, in order to reach their economic stability. 

Third workshop for ANEM member stations “The challenges of the media privatization process”

By this final, third workshop, ANEM has finished the series of the workshops organized for its member stations. This two-day workshop, with the main subject of media privatization process, had as a focal point of the first day, June 23, the implications of the privatization process and minority media, while the second day, June 24, was dedicated to the general problem of halted media privatization. Considering the finalization of the privatization as a necessary precondition for the continuance of the media transition and the democratization of the society, ANEM organized this workshop aiming to put back this issue in the focus of public attention and activate the authorities to enable its realization. Having in mind that the Association gathers private, privatized and non-privatized stations, ANEM facilitated this workshop as a meeting point of its members to which was given the opportunity to express their thoughts and opinions, in a constructive and open debate. ANEM also enabled to its member stations to get the necessary information from the relevant authorities and media experts, to overview this issue and make possible for Association to reach some joint conclusions, important for further actions in resolving this problem. ANEM participation in public debate on the Draft Strategy and Action plan for transition from analogue to digital broadcasting

ANEM actively participated in public consultations regarding the draft Strategy and the Action plan for digitalization, which lasted during May and June 2009. Besides the participation at the round table on June 1st 2009, ANEM also participated with its proposals, which were coordinated with its member, RTV B92. B92 further promoted the proposals and harmonized them with national broadcasters – TV Fox and TV Pink. In this way, ANEM propositions were incorporated in the joint proposal for Strategy improvement, which the named three commercial broadcasters submitted to the Ministry of Telecommunications and Information Society.
